When will the call for proposals open?

The INSPIRE Fund grant call for proposals will open in July 2024.

What are eligible candidates for the open call?

Civil society organizations — foundations, associations, school boards, and community centers (chitalishta) —can apply for funding.

What is the call for proposals about?

The call for proposals will be for local and national projects. Detailed explanations on the application procedure will be provided during the upcoming online and in-person information meetings.

Are additional project activities which are not included in the lists of eligible activities in the application guidelines allowed?

The Application Guidelines on eligible activities for Lot 1 and Lot 2 indicate that both lists of eligible activities are not exhaustive. Therefore, other activities related to the project objectives may be proposed.

Under each activity on the budget form, there are 4 lines for entering details. Can more lines be added for clarity of the expenditure to the activity itself or should the relevant expenditure be grouped?

Yes, additional line items can be added to each of the activities on the detailed budget form as needed.

Is it permissible for a national association representing a network of its member organisations to apply independently for the open programme and at the same time for a separate member organisation with its own registration in the Register of Non-Profit Legal Entities and a separate Unified Identity Code (UIC) to also submit a project proposal?

Yes, it is permissible.

Is there a conflict of interest if a community centre (chitalishte) secretary is a project manager?

There is no conflict of interest in this case. The condition is that the unit value of the intended monthly or daily rate is consistent with the terms of the employment contract and the employer’s usual practice. The same requirement applies if the contract is a civil contract.

If the secretary is also the representative of the community centre (chitalishte), it should not be allowed to contract with himself/herself as it would constitute a conflict of interest.

If the secretary of a community centre (chitalishte) is the project manager, is it also possible to carry out part of the project activities?

Yes, it is possible, in which case the condition regarding the planned monthly or daily rate set out in the answer to the question above also applies.
